A message from Dr. Robert Whitman, Educational Transformation Officer:
 
The Los Angeles Unified School District’s Educational Transformation Office (ETO) is vital in accelerating student academic success and equity. ETO collaborates with other Central and Region Offices to provide targeted support to schools with the greatest needs and to ensure that every child, regardless of background, has access to high-quality teaching, learning, and opportunities to succeed.
 
How ETO Supports Schools and Students
The ETO partners closely with principals, teachers, and school staff to strengthen teaching and learning. Its work includes:
  • Instructional Support: Coaching and professional development for educators to improve classroom instruction and student engagement.
  • Data-Driven Practices: Helping schools use student performance data to identify needs, set goals, and implement strategies that lead to measurable growth.
  • Student and Family Support: Providing programs that promote social-emotional learning, positive school culture, and strong connections between schools, families, and communities.
  • Targeted Interventions: Ensuring historically underserved student groups—including Black students, English learners, foster youth, and students experiencing homelessness—receive the resources they need to thrive.
Black Student Achievement Plan (BSAP)
A central part of ETO’s mission is supporting the District-wide implementation of the Black Student Achievement Plan (BSAP). BSAP is designed to close opportunity gaps, accelerate learning, and create environments where Black students excel academically, socially, and emotionally.
 
Through BSAP, the ETO:
  • Provides additional staffing such as Academic Counselors, School Climate Advocates, and Psychiatric Social Workers to support students’ academic and emotional needs.
  • Partners with schools to integrate culturally relevant curriculum and instructional practices that affirm students’ identities and experiences.
  • Helps schools build stronger family and community partnerships that foster trust and collaboration.
  • Monitors progress to ensure accountability and equity in meeting the needs of Black students and all learners.
Commitment to Equity and Excellence
The Educational Transformation Office is committed to ensuring that every student—especially those who have been historically underserved—has the support, encouragement, and opportunities to succeed in school and beyond. By working hand-in-hand with families and the community, the ETO is helping transform schools into places where students feel safe, valued, and inspired to achieve their full potential.

Theory of Action

When the Educational Transformation Office provides immediate attention and intervention at the District's Priority Schools through:
  • Strategic and Priority Staffing: Identify, develop, and retain effective transformational leaders, teachers, and support staff.
  • Instructional Support: Provide schools an instructional foci supported through ongoing Culturally and Linguistically Responsive professional development, cycles of improvement, classroom observations, and ensuring equity and access to advanced learning options (e.g., CTE, AP, Honors, Dual/Concurrent Enrollment).
  • Progress Monitoring: Provide frequent and consistent monitoring of Priority Schools using the identification criteria and school reviews.
  • District Coherence: Collaborate with the Region Offices and Central Office Teams to provide immediate instructional, staffing, operational, and technical support.
  • Strategic Instructional Partnerships: Identify proven organizations to provide academic enrichment, intervention, and wrap-around services to students and families at Priority Schools.
Then Priority Schools will demonstrate multi-year increases in student achievement.
